At 10 am local time on August 20, a serious gas leak occurred at the onshore substation of Hailong Wind Power project in Taiwan. The project is a joint venture between Mitsui & Co and Northland Power. It is reported that Teco Electric & Machinery, a local company in Taiwan, is the general contractor for the substation of the Hailong project.

According to Taiwan's Central News Agency (CNA), more than 200 carbon dioxide fire extinguisher cylinders were concentrated in a room at the construction site when the accident occurred. The video showed a large amount of carbon dioxide gas leaking from the room, and many people fled from the room or were evacuated.


The local fire department said the spill caused several injuries, three of whom were in critical condition when they were taken to the hospital, but were later rescued.

Taiwan's Labour Inspectorate said the site was not equipped with facilities to prevent gas leaks, and construction has been ordered to stop, with a possible fine of NT $300,000. Hailong Wind Power project team said that it will launch a comprehensive investigation with relevant departments to ensure that the affected personnel are properly handled, and take corrective measures to further strengthen safety management.

The Hailong project is planned to be built in three phases with a total installed capacity of more than 1 GW. Siemens Gamesa's newly expanded cabin plant in Taiwan has started production of the fan equipment that will be installed next spring.
